120 volts in and when I check the 12 volt lines to the lights from the converter I get a reading of 28 volts.
What have I done wrong?

make sure you meter is on 12v when you do that cause there is nothing wrong with convertor or it would have blown all the 12v circuits /120 ac 12 volts dc.

This was it: I put the meter on 24v. I wasn't play attention on it.
